"City litter louts named and shamed"





WE warned you and today the Evening Times reveals the names of 500 of the first
louts caught littering Glasgow's streets.


Tomorrow we'll name and shame a further 500 and print a further 1000-plus names
throughout the week. All the names have been obtained from Glasgow City Council.

The home address offenders gave to litter wardens and where they were caught
dropping litter is also listed.

Every one of the people named this week has admitted their guilt by paying the
£50 fixed penalty fine slapped on them for dropping litter, discarding cigarette
ends, dog fouling or fly-tipping.

More than 6000 litterbugs have been caught and fined since the council's £4million
Clean Glasgow initiative was launched earlier this year.

And council bosses have pledged to publicly shame every one of them once their
details are fully processed.

Is it just me or is this not totally OTT? If these "litter louts" have paid the fine they
were charged with then who the fcuk are the Evening Times to then "name & shame"
these people? And, is this not dangerous legal territory? I'd love to see the ET and
GCC hauled over the coals for making a big-time arse of this...

That's not even mentioning the fact that the Litter Warden Nazis only patrol the
city centre. I'd like to see them try and fine some ned in Easterhouse or The
Drum who has just smashed his empty Buckie bottle off a wall...

This is something that gets right on my tits these days. Things like 'calls for their resignation'. WHO??? No member of the general public cried out such demands and nobody could really give a sh!t! Opinion polls? How come I've never been polled once for anything at all? It is not an opinion poll until everyone is asked. Ask the REAL blue collar worker and they'll get a real poll to print in their shithawk paper along the lines of 'I don't give a fcuk'

It is too easy for our lords and masters to tackle soft targets like this. How about a feature on Dodgy Donors Named and Shames complete with home addresses etc? I would be all for that.

I should say that I do agree that it is wrong to litter the city but the people have paid their fines and this serves no useful purpose.

Was talking with a pal in the Transport Museum today, and had a nosey in the transparent donations box (debating weather it was worth breaking into) and saw an old Bank of Scotland pound note in there  This thing must have been from the 1980's-90's. Where has he/she been hiding it ?

Why don't they name and shame Rangers Football Club (and the rest) for the absolute midden Ibrox is in right now? And its not just bottles, the place is littered with discarded food which we all know attracts vermin. I thought it was illegal to drink alcohol in public.... I guess its ok if you are going to a football game

Litter louts dropped us all in this mess

TODAY the Evening Times hits back at those who have criticised us for naming and
shaming Glasgow's litter louts.


As we publish another 500 names of offenders, we stand by our decision and vow to
continue the fight against grime crime.

By early next week, we'll have printed the names of more than 2000 offenders,
all of whom have admitted their guilt by paying a £50 fine.

The Roll of Dishonour will also be published on the city council's website.

700 ‘can pay won’t pay’ litter louts face court

HUNDREDS of people accused of dropping litter in Glasgow could soon find
themselves in court.


Latest figures revealed exclusively to the Evening Times show almost 700 alleged
offenders face prosecution after failing to pay £50 fixed penalties.

Today we publish the names and addresses of a further 530 litterbugs who have
already paid their fines. They're among more than 2000 litter louts we are naming
and shaming whose cases have been processed.

In total, more than 6000 people have been fined but other cases are still going
through the system.

Today city council enforcement bosses pledged to chase up every fine issued.

So far, 229 people have been reported to the procurator fiscal for non-payment,
while 442 others are in the process of being referred.

Those who find themselves in front of the courts could see their fines increased.

We can also reveal 60% of people fined have paid up - with the rest being pursued
for payment.

I found your litter lout story hilarious. Glasgow City Council see themselves
as some kind of eco-warriors. I would like to name and shame the refuse collectors
who are meant to pick up rubbish from people's houses.

IT seems to me that what the Evening Times is saying, and it's in black and white
for everyone to see, is don't pay the fine and don't admit it was you who dropped

I AM am one of the guilty litter louts you referred to.

I would like to know what gives you the right to print personal details about
me when, although I committed an offence, I duly paid my fine.

I find it absolutely appalling that Glasgow City Council sees fit to hand out my
details to whom ever asks for them.

It would serve this country better if you named and shamed neds who regularly
terrorise our citizens.

EIGHT THOUSAND people have been fined for dropping litter during the first year
of Glasgow's war on rubbish.


As the £4million Clean Glasgow campaign marks its anniversary today, it has been
revealed an average of 22 people a day have been caught dropping litter.

The figure means the 32 uniformed enforcement officers - dubbed mean teams' - have
issued £400,000 worth of on-the-spot £50 fixed penalty fines to culprits.

Just under 60% of the fines have been paid with dodgers reported to the procurator
fiscal.

The campaign was started with the aim of turning around the city's horrendous
record of litter and anti-social behaviour.

SOME of the UK's biggest high street names are among businesses hit with nearly
450 fines for littering in Glasgow in just eight months.


The list of shame, given to the Evening Times today by Glasgow City Council,
includes banking giants HBOS, Royal Bank of Scotland and Abbey.

HBOS, which claims to have recycling facilities in every branch, is expected
to announce profits of more than £5.5billion next week, yet was still found flouting
litter laws on the streets of Scotland's biggest city.

Unsurprisingly, takeaways were among the worst offenders, according to the
latest statistics which cover May to December 2007.

Designer stores including Ralph Lauren, Urban Outfitters, Karen Millen, Miss Sixty
and USC appear on the list too, alongside high street favourites such as Dorothy
Perkins, New Look, Dixons and The Body Shop.

The Rogano, one of Glasgow's most famous restaurants, was also among the
business litter louts, as were popular city centre bars including The Social, Bouzy
Rouge and The Counting House.

Among the other businesses hit with the £50 fines are international food chains
Starbucks, McDonald's and Pret a Manger - all of which claim to have environmentally
friendly policies.

And the figures show some businesses - including Carphone Warehouse, Subway,
McDonald's and the Royal Bank of Scotland - were fined more than once.

FIVE HUNDRED litter louts have been reported to prosecutors for not paying their fines.


They now face being taken to court to stump up the £50 penalty after they were
caught littering Glasgow's streets.

As reported in the Evening Times, 8000 people have been hit with on-the-spot
penalties.

Just under 60% of the litter bugs have now paid up - a slightly higher percentage
than those who fork out for similar fines such as for illegal parking.

But the rest - around 3200 - have refused to pay.

Clean Glasgow bosses today revealed 502 have now been referred to the procurator
fiscal, with 710 awaiting referral and three offenders already waiting for a date to
appear in court.

The status of the remaining outstanding fines are either within the 14-day period which
people have to pay or are the subject of appeals.

In December, the Evening Times named and shamed thousands of culprits caught
dropping litter.

Council bosses said those who had not paid wouldn't get away with it. And the figures
for the numbers reported to the fiscal show they meant it.

Two teachers and 31 kids get fines for dropping litter



A TOTAL of 31 pupils and at least two teachers face fines for dropping litter in Glasgow
during the first week of a controversial campaign.


The under-16s had the £50 fixed penalties sent to their homes after being caught
by litter enforcement patrols outside 10 city schools.

The crackdown began last Monday as part of the £4million Clean Glasgow campaign.

It is understood at least two teachers were also caught dropping litter in the
first five days, though officials admit that figure may be higher as teachers are
automatically included in the list of adults who have been caught throughout
the city.

Steven Purcell, leader of Glasgow City Council, said: "We are very pleased with
the success of the first week of our schools enforcement programme.

"Through a combination of education and enforcement we can deter the minority
of pupils who drop litter in and around their communities and that this will make
Glasgow a cleaner and more pleasant place in which to live, learn and work."

Every one of the city's 29 state and six private secondary schools will be visited
by wardens every day for a week - followed by a repeat visit for another week - over
the next two months.

If a pupil is caught littering, a warden asks for their name and address.

Unlike adults, the youngsters are not handed the fixed penalty ticket, which must
be paid within 14 days.

Instead, the fine is sent to the pupil's home address, which is checked with
the school.

A letter is also sent to the child's parents explaining what has happened.

Parents of the 28,300 pupils at the council-run schools have been warned of the
move in letters sent home with children.

Judges hail Evening Times campaign

THE Evening Times War on Litter campaign has been highly praised in The
Scottish Press Awards.


The paper emerged as Runner-Up in the Campaign of the Year category at
the glittering awards ceremony held at the Radisson SAS Hotel in Glasgow
city centre.

The hard-hitting campaign which captured the imagination of readers, named
and shamed litter louts across the city who had been fined by Glasgow City
Council for blighting the city.


It also named businesses which had dumped their rubbish in the streets
and backed the £4million Clean Glasgow campaign which prompted the
introduction of £50 fines for offenders.

War on Litter prompted a huge response from readers who backed us
publishing litter louts' names and addresses. #

And city leaders Steven Purcell and Lesley Sawers, formerly of Glasgow
Chamber of Commerce, and figures from the world of leisure and tourism
also welcomed the bold campaign which was spearheaded by reporter
Marianne Taylor.

The Scottish Press Awards are now in their 29th year and were established
by the Editors' Committee of the Scottish Daily Newspaper Society to
highlight the excellent standard of journalism in Scotland, and to promote
and encourage professionalism, talent and skills.

First litter offenders taken to court for not paying fines



THE first people who failed to pay fines for dropping litter have been taken to court.


Three people admitted throwing away cigarette butts in the city centre and
were fined £90 at Glasgow District Court.

They had all failed to pay initial £50 fines handed out by uniformed litter
wardens as part of Glasgow City Council's £4million Clean Glasgow Campaign.

Chloe O'Puama, 19, of Castle Road, Newton Mearns, admitted dropping a
used cigarette in Buchanan Street on October 30.

Paulo J Rodrigues, 44, of Topping Gardens, Fraserburgh, admitted the same
offence at Gordon Street/Central Station on October 30 and David Kelly,
51, of Kilmartin Place, admitted dropping his cigarette in Buchanan Street
on October 21.

Eleven other people failed to turn up for their court hearings - all for dropping
cigarette butts - and warrants were issued for their arrest.

They are added to three people who failed to turn up in court for their hearings
two weeks ago over the same offence.

The council has repeatedly warned it would prosecute those who didn't pay
their litter fines.

Yes, whilst I don't like to see our city streets looking like a skip, issuing warrants
for people for dropping a fag end is a bit much. The amount of resources this
uses up is, no doubt, staggering.

1300 litter louts face court for dodging fines

MORE than 1300 litter louts in Glasgow could face court action for failing to
pay fixed penalty fines.


Latest figures reveal one in seven of the 9401 adults slapped with fines in
Glasgow have been reported to the procurator fiscal for non-payment.

As reported in the Evening Times, the first court action against five
non-payers took place earlier this month.

Since then 10 warrants have been issued for non-attendance and several
cases have been continued.

A progress report on the council's £4million Clean Glasgow campaign also
outlined the latest action taken to crack down on louts.

Eleven CCTV cameras have been installed in one of the city's fly-tipping
hotspots - Govanhill - in a bid to catch illegal dumpers.

Last month the Evening Times told how angry residents in the area called
for cameras after enduring months of fly-tipping.

A gate has also been put up at Gaffney's Lane, off Allison Street, one of
the hotspots.

Meanwhile, in the West of the city, illegally dumped black bags will be
searched in a bid to identify litterbugs over the next four weeks.

A number of major clean-ups have also been organised for Drumchapel.

And a takeaway in Knightswood could face a fine of up to £2500 if it
doesn't clean up its act.

Freddies, of Great Western Road, was issued with a Street Litter Control
Order by the Sheriff Court for three years, after continually failing to keep
its bins tidy.

Rapid-response unit to tackle litter in Glasgow



GLASGOW'S latest weapon in the war against litter louts has been unveiled - an
army of rapid-response clean-up hitmen.


Fifteen council-run crews, the first of their kind in Scotland, take to the
streets today in communities across the city, tackling litter, fly-tipping
graffiti and problems such as dirty needles.

They'll also take on environmental duties such as cleaning streets and
street furniture, clearing lanes and tidying up overgrown vegetation.

According to litter chiefs the mobile teams will be able to respond more
quickly than ever before to residents' complaints.

Council leader Steven Purcell said the project would make a difference to
every neighbourhood, and take Glasgow's anti-litter efforts "to a new level".

The 45 new staff are the latest recruits to the council's £4million Clean
Glasgow campaign, which is supported by the Evening Times.

Three squads will be based in each of the five areas of the city - north, west,
east, south-east and south-west.

Each team has three members, including a driver, and a fully-equipped
vehicle.

They won't be able to issue fines - but cleansing chiefs say they will work
closely with litter wardens and other enforcement staff to nail the worst
offenders.

The crews will also act on information provided by the army of neighbourhood
volunteers - the hundreds of residents described by one council insider as
their "eyes and ears" in the community.
